Unity is a client engine and it's networking features are very 'light'. Multiplayer games like the one you picture (apparently a 2D MMO) require a server that will stand in between all the players.Unity would likely handle the client side of things rather easily, but that's the least of the troubles you have to worry with any type of MMO. The server must be fast enough to handle all users connected without lagging or crashing, not to mention keep cheat-checking to make sure players are not hacking the client.

At minimum you want to do positional checks to make sure the player does not magically skip to the end of a dungeon and steal the treasure, or things like that. Due to these considerations a lot of the game logic also ends up taking place in the server and the client is there just to display the data in a pretty form. This is why you either need a robust server solution in addition to any client engine you get, or to write a lot of code yourself and spend a lot of time optimizing. No, not really. My opinion on this is that I would leverage SmartFox (which runs on Java, so you'll need to know that) or Photon, but other servers would probably work just as well and use Unity for the client (because I like Unity). The intermediary goals would be a server where people could walk around and chat, customize avatars, engage in activities, and many other things. It's not impossible, otherwise Graal wouldn't have been made and they used harder tools than what I'm talking about here. It's just a very challenging project.
